Professor Rubens Penha Cysne shows data that allows to conclude that the social return of the investment in sanitation is enormous and since there are no more resources for more expenses, from this point two questions arise: Why not transfer resources of a rubric with less social return , for a heading with greater social return? and Because these high social returns do not counterbalance minimally high private returns that enable investment in the infrastructure of private international and national savings?
